A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combinedcertificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B.本次招標(biāo)不接受代理商投標(biāo)。投標(biāo)人應(yīng)為本次投標(biāo)所投產(chǎn)品的制造商。如投標(biāo)人為制造商同一集團(tuán)負(fù)責(zé)銷售 ******子公司 、控股子公司（投標(biāo)人 ******級公司 證明上述事項的證明文件），則視投標(biāo)人為制造商。不能再將此貨物同時授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)將被拒絕。

Bid by Agent is not accepted.The bidder shall be the manufacturer of the biddingproducts. If the bidder is a wholly-owned subsidiary or holdingsubsidiary of the same group as the manufacturer responsible for sales ofthe bidding products, the bidder shall provide relevant evidence documents fromthe manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The biddinggoods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all relatedbids will be rejected.

（2）業(yè)績要求Requirement for Bidder"s reference:

****-**-**日至投標(biāo)截止日（以合同簽署時間為準(zhǔn)），投標(biāo)人所投激光氧分析儀（主儀器，不含吹掃單元等）的制造商至少具有1個在中國境內(nèi)應(yīng)用于聚碳酸酯(PC)裝置，且單個合同激光氧分析儀數(shù)量不少于5臺的供貨業(yè)績。

From January 1st, 2015to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturerof the Laser Oxygen Analyzer(the instrumentitself,not the system,without blowing unitandetc.)supplied in the bid shallhaveat leastonesupply performanceof Laser Oxygen Analyzer for PC Unit within P.R.China, and meet the requirement that the supply quantityof Laser OxygenAnalyzer in a single contract is not less than 5 sets.

投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：***。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：***、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、激光氧分析儀制造商名稱、裝置名稱、貨物名稱、貨物數(shù)量及用戶簽字或蓋章的到貨驗收材料。

若業(yè)績合同為年度協(xié)議/框架協(xié)議，除提供年度協(xié)議/框架協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號應(yīng)與年度協(xié)議/框架協(xié)議相關(guān)聯(lián)。同一個年度協(xié)議/框架協(xié)議下提供1個或以上的訂單及與訂單對應(yīng)的到貨驗收材料均算為1個有效業(yè)績。

The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to:***tract and 2) acceptance evidence of goods delivery. Thereference evidence documents furnished byBidder shall as least demonstrate the content as follows:***tract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), manufacturername ofLaser Oxygen Analyzer,nameof the plant,name andquantity of the goodsandacceptance evidence of goods delivery signed or sealed by the user.

If the performance contract is an framework agreement/annual agreement, in addition to providing the framework agreement/annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the framework agreement/annual agreement. Providing one or more orders and corresponding acceptance evidenceunder the same framework agreement/annual agreement is considered as one valid performance.

未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均視為無效業(yè)績。

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

Before bidding, the bidder should complete registration and information verification at https://www.****.com or https://www.****.com .The bid evaluation results will be published on the website(http://www.****.com) and China National Offshore Oil Corporation Procurement Platform (https://cnooc.****.cn) .

10.提示Notes

投標(biāo)人進(jìn)入開標(biāo)大廳后，需要進(jìn)行簽到操作，等待開標(biāo)主持人指令。允許解密后，投標(biāo)人點擊解密按鈕進(jìn)行解密投標(biāo)文件（需解密前在電腦上插入當(dāng)前賬號綁定的CA），輸入正確的CA密碼。（請注意：***/開標(biāo)時間前進(jìn)行簽到，原則上將無法進(jìn)行解密，將被視為撤回其投標(biāo)文件。）

The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:***be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)

投標(biāo)文件解密時限為60分鐘。投標(biāo)人未在上述解密時限內(nèi)完成解密視為解密失敗，根據(jù)？電子招標(biāo)投標(biāo)辦法？的規(guī)定，視為投標(biāo)人撤回投標(biāo)文件。

The decryption time limit of the bid documents is 60 minutes.It"s deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it"s deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.

投標(biāo)人對開標(biāo)有異議的，應(yīng)當(dāng)在開標(biāo)現(xiàn)場提出，招標(biāo)人當(dāng)場做出答復(fù)，并制作記錄。未在線上開標(biāo)現(xiàn)場提出的開標(biāo)異議，不予受理。

Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
